First (Title)

These are the daily regulation in Konkuk University KU:L HOUSE dorm(¡®Regulations¡¯ below).

Second (Purpose)

Our purpose for these regulations in Konkuk University KU:L HOUSE dorm is to make a safe and orderly atmosphere for a academic pursuit and a discipline system to cooperate with others.

Third (Qualification)

  1. Students who belongs to undergraduate or graduate school(including students with semester extension, graduation extension, and students who failed to graduate) or someone who is according as the criteria holds the qualification.
  2. Students who meets these criteria cannot enter, and if they are confirmed to meet the criteria will be asked to leave.
    • Patient or carrier of infectious disease
    • Punished for violating school regulations
    • Under academic probation on the previous semester
    • Received ¡®Disciplinary Check-out¡¯ for violating dormitory regulations
    • Exceeding total penalty points limit
      • a. during semester : exceeds 10 penalty points
      • b. 6 months(semester+vacation) : exceeds 15 penalty points
      • c. during vacation : exceeds 5 penalty points
      • d. If student receives merit points, it can deduce the penalty points.
    • On leave of absence, finished graduate school, or is a research student.
    • Unfit for community life style

Fourth (Resident Selection)

  1. The final residents will be selected through KU:L HOUSE bylaws analysis from the students who qualify.
    • For the freshmen, residents are selected by summing up commuting distance and entrance grade.
    • For students who have not lived in the dormitory, residents are selected by summing up commuting distance and the grade of previous semester.
    • For students who lived in the dormitory on the previous semester, residents are selected by summing up commuting distance, the grade of previous semester, and the attitude(merit/penalty points).
  2. For students entering through special classification, residents are selected by setting special criteria by consulting the relevant department.

Fifth (Check-in)

  1. (Check-in Period) Follow the formal Check-in period.
    • If for inevitably reason you don't Check-in during the formal Check-in period notice the KU:L HOUSE Office beforehand and Check-in ¡®within 10 days from the start of the official Check-in day¡¯.
      ¡Ø Weekends and Holidays are not counted.
    • If you don't Check-in within the first 10 days from the start of official Check-in day, you will receive penalty points according to the ¡®Penalty Point Criteria section 1¡¯.
    • KU:L HOUSE can ask for explanation materials for delaying the check-in.
  2. (Check-in Documents) Documentary evidence should be submitted within the previously noticed period. Failure to meet the time or failure to submit will result in penalty points according to the relevant regulations.

Sixth (Check-out)

  1. (Official Check-out) Official Check-out are separated into two sections, '1st Official Check-out' and '2nd Official Check-out'
    • '1st Official Check-out' are for those who are staying only for a semester (4 month), '2nd Official Check-out' are for students who are staying for 6 months and for those staying for the vacation(students staying for next semester excluded).
    • Residents moving out on the official check-out day must follow the ¡®Official Check-out¡¯ procedures and failure to do so will result in penalty points according to the ¡®Penalty Points Criteria section 9~12¡¯ and sanctioned accordingly by the section 5.
    • Check-out Procedures
      • a. (Register for Check-out) Go to KU:L HOUSE website and register online (This does not apply for those who are staying for the following semester).
      • b. (Move your belongings and clean the room) Clean your room for the day you have applied online.
      • c. (Room Inspection) Inspect the facility on the previously registered ¡®check-out date and room inspection time¡¯ with the ¡®inspection staff¡¯ who will be waiting on the first floor laundry room.
      • d. (Return dorm card) After the room inspection return your dorm card to the staff. Once you have returned it, you can¡¯t enter the building.
  2. (Expiry Check-out) Checking out when the remainder of the days are less than 3 weeks is called ¡®Expiry Check-out¡¯.
    • Residents moving out by the Expiry Check-out must follow the ¡®Expiry Check-out¡¯ procedures and failure to do so will result in penalty points according to the ¡®Penalty Points Criteria section 9~12¡¯ and sanctioned accordingly by the section 5.
    • Expiry Check-out
      • a. (Register for Check-out) Apply via KU:L HOUSE webpage or app three days before your Check-out day and register for a room inspection. ¡Ø Weekends and Holidays are not allowed.
      • b. (Move your belongings and clean the room) Clean your room for the day you have applied online.
      • c. (Room Inspection) Go the KU:L HOUSE office for the room inspection. A staff will go with you to check your room condition.
      • d. (Return dorm card) After the room inspection return your dorm card to the staff. Once you have returned it, you cannot enter the building.
  3. (Midway Check-out) Checking out when the remainder of the days are over 3 weeks is called ¡®Expiry Check-out¡¯.
    • Residents moving out by Mid-way Check-out must follow the ¡®Mid-way Check-out¡¯ procedures and failure to do so will result in penalty points according to the ¡®Penalty Points Criteria section 9~12¡¯ and sanctioned accordingly by the section 5.
    • Midway Check-out Procedure
      • a. (Apply for Check-out) Apply via KU:L HOUSE webpage or app three days before your Check-out day and register for a room inspection. ¡Ø Weekends and Holidays are not allowed.
      • b. (Move your belongings and clean the room) Clean your room for the day you have applied online.
      • c. (Room Inspection) Go the KU:L HOUSE office for the room inspection. A staff will go with you to check your room condition.
      • d. (Return dorm card) After the room inspection return your dorm card to the staff. Once you have returned it, you cannot enter the building.
  4. (Penalty Check-out) Penalty Check-out means Checking out due to penalty according to KU:L HOUSE Regulations section twentieth and twenty-first.
    • Residents who received penalty check-out must move out within a week..
    • Depending on the check-out date, resident follows the ¡®Expiry Check-out¡¯ or ¡®Mid-way Check-out¡¯.
  5. Disciplinary action
    • Not applying for Check-out or changing date without authorization
      : Penalty points will be given according to the ¡®Penalty Points Criteria section 9¡¯..
    • Not concluding the room inspection(Check-out without permission)
      : Unable to apply for the next semester.
    • Moving out after the official date
      : Dormitory fee from '17PM regular check-out date' to the 'actual check-out date' will be charged. Unable to apply for the next semester.
    • Moving out without permission
      : Deposit and remaining fee will not be returned .Unable to apply next semester.

Seventh (Deposit))

  1. Residents must submit fixed deposit within the deadline.
  2. Deposit should be done when first dormitory check-in within the university semester(this year March ~ next year February), and will be refunded after check-out.
    • After the check-in on the first semester, residents staying for the second semester(winter vacation included) will have their initial deposit extended.
    • Residents who checked-out after first semester(did not stay for the vacation) will need to refund deposit after check-out procedure. When they check-in for the second semester, they will nee to pay the deposit with the dormitory fee.

Eighth (Refund Regulation)

  1. Deposit & Deposit refund
    • Check-out in the middle of the semester : 30% of the leftover dormitory fee is deducted from the dormitory fee(calculated by the days left) as a cancellation charge. But the reason of check-out is unavoidable(for example, infectious disease), cancellation charge is not be charged after submit the documentary evidence.
    • Regular Check-out : No refund for the dormitory fee(also meal plan), Only refund the deposit.
    • Student who receives scholarship cannot check-out in the middle of the semester.
    • If a student leave the dorm without notice, he or she cannot receive deposit refund.
    • If a student check out by disciplinary punishment, dormitory fee refund will be settled following by the ¡®Check-out regulation¡¯.
    • Deposit is settled following by the clause 2.
  2. Dormitory fee refund
    • Deposit will be refunded after the result of the room inspection and deduction breakdown check.
      • a. In case of ¡®Regular Check-out¡¯, dormitory office refund deposit through ¡®student¡¯s korean account¡¯ that registered in the dormitory website or mobile application.
      • b. In case of ¡®check out by disciplinary punishment¡¯ or ¡®check out in the midway¡¯, dormitory office refund deposit through ¡®student¡¯s korean account¡¯ that registered in the dormitory website or mobile application 15 days within the check-out day.
    • If the facilities in the room are broken or missing, compensation will be deducted from the deposit. If the compensation is over the deposit, the student has to pay excess amount.

Ninth (How to issue dorm card)

  1. Dorm card will be given during Movei-in period. This is to enter your room, building and cafeteria.
  2. If your card is lost re-issue your card in KulHouse office, however, their will be a fee payed.
    • Don¡¯t lend your dorm card to another person.
    • If you borrow or lend your card their will be penalty points given.
  3. When moving out you have to return your dorm card to KulHouse Office or the staff during room inspection.

Tenth (Entrance time)

  1. In order to keep the safety of the residents, KU:L HOUSE regulates the access time.
    • Open - 05:00 am
    • Close - 25:00 am(=01:00 am next day)
  2. Speed gate manages and records the entry and exit of the dormitory card.

Eleventh (Curfew)

  1. Curfew is at 25:00(=01:00 am next day), and residents must abide by it.
  2. You will get a penalty point after curfew automatically according to tge ¡®Penalty Points Criteria section 26¡¯.

Twelfth (Overnight stay-out)

For any unexpected emergency you have to write your reason for signing out for the night.

  1. Go to KuL:House Website to apply for a Stay-out.
    • Weekends Stay-out & Holiday Stay-out : During weekends and holidays.
      • a. Weekends Stay-out : Meaning Friday and Saturday, you must come back before Sunday curfew.
      • b. Holiday Stay-out : Meaning 01:00~05:00 of holidays, you must come back before 25:00 of that holiday.
    • Normal Stay-out(¿Ü¹Ú) : During weekdays.
      • a. During Sunday night to Friday [ex] In case of 1 night stay-out from 10th(Tue.) to 11th(Wed.), You must come back before 11th(Wed.) 25:00. [ex] In case of 3 nights stay-out from 10th(Tue.) to 13th(Fri.), You must come back before 13th(Fri.) 25:00.
      • b. Vacation stay-out : During Vacations(for long term)
    • Excused stay-out(°ø¹Ú) is only for the official schedule in school, you must submit evidential documents to the dormitory office in advance for the approval.
  2. Application for signing out are only available before 11:50pm.
  3. Normal Stay-out are available for 8 times in a month. Weekend sign-out are for every weekends.
    • If you stay out during weekdays and weekends, you have to apply for both ¡®stay-out¡¯ and ¡®weekend stay-out¡¯.
      [ex] If you are going to stay out from 13th(Fri.) to 16th(Mon.), Friday to Sunday is ¡®weekend stay-out¡¯ and Sunday to Monday is ¡®stay-out¡¯. After applying for the stay-out, come back before 16th(Mon.) 25:00.
    • If you didn¡¯t apply for Stay-out, you get penalty points following by dormitory regulations.
  4. Dormitory office can lift the curfew after the notice considering the exam schedule.

Thirteenth (Restrictions for Outsiders)

  1. Outsider are not allowed to enter the building.
    • Parents could only enter the building if they get permission from KuL:House Office.
    • Those who come for technological purpose should visit the office first and have identification for the enter pass.
    • If you violated this rule, you get a disciplinary punishment following by the dormitory regulations.
  2. Dormitory staff can request identification for the purpose of the safety in the dormitory.

Fourteenth (Room Check)

  1. Dormitory staffs can take a room inspection for the purpose of the safety and hygiene in the dormitory.
  2. As a general rule, the office should notice in advance for the room inspection but there would be no notification in case of emergency situation.

Fifteenth (Dormitory Check)

  1. For regular period, enforce to sterilize and disinfect for the equipment in the room.
  2. During this checking period, student must cooperate that no one can stay in the room, should check-out or move to another room.

Sixteenth (Preparation for emergency)

  1. KU:L HOUSE office can open the room forcibly, if we think the student is in danger.
  2. If a student report to the KU:L HOUSE office for emergency, we call the ambulance to the nearby hospital, and the patient oneself take care of the hospital fee.

Seventeenth (Prevent for loss and disaster)

  1. Take care of your belongings carefully to not have robbery, if lost, all the responsibility belongs to one¡¯s own self.
  2. All the CCTVs iin the buildings are for security, management, and fire prevention. It can¡¯t not be the clear clue for robbery.
  3. Students always have to be careful for fire prevention in the building.
  4. For fire prevention, we don¡¯t allow below belongings on check-in.
    • Restricted Items
      • a. Cookwares (including coffee pot, toaster, electric rice cooker, microwave, electric cooker, pot, fry pan, and other cooking outfits.)
      • b. Electrothermal Products (including iron, electric pad, electric fan heater, stove, etc.)
    • Allowed items : Electric shaver, hair dryer, computer tools, charger, lamp, and etc.
  5. For contingency, all the dormitory students should participate in fire drill.

Seventeenth (Notice and announcement)

  1. Any announcement in the notice board has to be seen by the student.
  2. After 48 hours of being posted we believe that everyone as read and understand the announcement.
  3. If anyone wants to post a notice, you have to ask the KuL:House office first.

Nineteen (Merit point)

  1. By merit point criteria, give bonus points for anyone who is repectful and afford a good example of others.
  2. Merit point follows the merit point criteria. Merit point can deduce penalty points.

Twentieth (Penalty point and disciplinary action)

  1. Do not behave anything on the penalty point criteria.
  2. If inappropriate behaviors are caused following by penalty point criteria, KU:L HOUSE give you the penalty points.
  3. Students can be submitted to a disciplinary measure below.
    • KU:L HOUSE staffs are in charge of the penalty point system.
    • According to the total penalty points, students are restricted to check-in the dormitory next semester by 15 points for 6 months-staying, 10 points for semester(4months)-staying, and 5 points for vacation(2months)-staying.
  4. Dealing expulsion by disciplinary action
    • If submitted to a disciplinary measure by school regulations, KU:L HOUSE takes same action as well.
    • Take disciplinary action if a student is considered as not fit to group life.
    • Take disciplinary action by the motion of KU:L HOUSE director.
    • Notice to everyone in KU:L HOUSE that about the fact of disciplinary action.

Twenty-first (Disciplinary Committee)

Their is a committee which is in charge of dealing with student disciplinary action.

  1. (Composition of committee) The committee is composed of 5 people, including the director of KU:L HOUSE office, who is also charged of director of committee as well.
    • The chairman of committee has the right to vote, and thAS0e right to choose when there is equal the number of votes.
    • The committee is opened with a majority of its total appointed members present on the register.
  2. (proposal amendment) If the condition is under this following, the disciplinary Committee can deliberate.
    • Disciplinary expulsion by the penalty points criteria
    • Impossible to check in permanently or for one year by the penalty points criteria
    • If the discipline is ambiguous to adopt the penalty points criteria.
    • If the case is confirmed to need a decision of chairman.
  3. (exception) If the reason for expulsion is confirmed as clear, the disciplinary examination can be omitted with the right of the director of committee.
  4. (judgement) The committee can have the opinion from disciplinary person or concerned person to be present on decision, the disciplinary action is decided by consentment of the present people of more than two-third.
  5. (notification)
    • Condition of judgement decision is noticed verbally to one¡¯s self and command to check-out within 7 days if the result is disciplinary check-out.
    • Inform to all the dormitory students about the fact of disciplinary action.
